FILE- In this Jan. 10, 2013 file photo, Rodney Downs of New Orleans, La., watches as sand recovered from Superstorm Sandy is filtered of debris at Jacob Riis State Park in the Rockaways, in New York. Downs is an employee of Environmental Chemical Corporation, a private contractor hired by the the U.S. Army Corps of Engineers to clean up Superstorm Sandy. Beach reclamation is among the many post-Sandy infrastructure projects.
