FILE - This Jan. 5, 2011 file photo shows then-outgoing House Speaker Nancy Pelosi of Calif. handing the gavel to the new House Speaker John Boehner of Ohio during the first session of the 112th Congress on Capitol Hill in Washington. Democratic candidates for the House pulled off a dubious feat in the 2012 election: Collectively, they got more votes than their Republican opponents, but they didn't win the most seats. It was only the second time since World War II that the party receiving the most votes failed to win a majority of seats in the House.
