FILE - This Jan. 8, 2014, aerial file photo shows derailed train cars burning in Plaster Rock, New Brunswick. A Canadian National Railway freight train carrying crude oil and propane derailed Tuesday night in a sparsely populated region of northwestern New Brunswick. Acting U.S. National Transportation Safety Board Chairman Chris Hart says all crude shipments are flammable and a risk to communities and the environment, not just the Bakken oil involved in a string of fiery accidents.
