In this July 9, 2013, photo, Latvian Prime Minister Valdis Dombrovskis addresses the media on the adoption of the euro, at the European Council building in Brussels. Dombrovskis has resigned after accepting political responsibility for the collapse of a supermarket roof in Riga, Latvia, that killed 54 people and wounded at least 40 others.
