FILE - The June 5, 1996 file photo shows then FIFA President Joao Havelange of Brazil, left, and then FIFA General Secretary Joseph Blatter of Switzerland attending the Asian Football Confederation (AFC) Congress in Kuala Lumpur . FIFA said Tuesday, Dec. 6, 2011 legal problems have postponed its promised publication next week of a Swiss court document naming football officials who took millions of dollars in kickbacks from World Cup broadcast deals. FIFA said the planned Dec. 17 publication, relating to the 10-year-old ISL scandal, has been held up by "legal measures ... taken by one of the parties involved." The BBC has reported that the document implicates former FIFA President Joao Havelange and Ricardo Teixeira, the 2014 World Cup organizing committee president (AP Photo/Mike Fiala) less
