FILE - In this June 5, 1997, file photo Interior Secretary Bruce Babbitt prepares to shakes hands with Commerce Secretary William Daley, center, after signing an agreement on Capitol Hill in Washington in which Indian tribes will protect fish and wildlife on their own lands. Daley, President Barack Obama's chief of staff, once observed that because the Commerce department oversees the National Oceanic and Atmospheric Administration, the commerce secretary "spent 60 percent of his time dealing with fish."
