FILE - This June 6, 2013 file photo shows the National Security Agency's Utah Data Center in Bluffdale, Utah. Utah lawmakers are sending mixed messages to the NSA on the massive data-storage warehouse outside of Salt Lake City. One proposal calls for legislators to fulfill a promise not to collect utility taxes from the center. But a lawmaker wants to cut off water to the center, which uses more than 1 million gallons daily to cool its computer processors. Republican Rep.
