FILE - In this May 21, 2010 file photo, a van drives past the Thomson Correctional Center in Thomson, Ill. The federal Bureau of Prisons is hiring more than a dozen workers for the prison. The agency has allocated nearly $54 million to begin reopening the maximum-security penitentiary. About $10 million will be used to renovate the facility that was a state prison that never fully opened because of budget constraints.
