FILE - In this Monday, Aug. 6, 2012 file photo, angered by the attack Sunday evening that left at least 16 on Egyptian soldiers dead, residents of Rafah protest by burning tires in the road on the outskirts Rafah, Egypt. In Egypt's restive Sinai, Bedouin leaders are pushing to take matters in their own hands and urging the government to arm their tribesmen to help keep security in the peninsula, where the state is struggling to rein in rampant lawlessness and uproot Islamic militants who have attacked Egyptian troops and neighboring Israel. But the proposal, which the government says it is considering, raises fears that the Bedouin could become a new militia, only adding to the turmoil in the peninsula. (AP Photo, File) less
