FILE - In this Oct 27, 2010, file photo provided by the Indiana Department of Labor, a hydraulic lift lies on its side after an accident that killed Notre Dame student Declan Sullivan in South Bend, Ind., while he filmed Notre Dame football practice. Sullivan was killed that day when winds up to 53 mph blew over the lift he was atop. Universities across the country have since tightened their use of aerial lifts--or eliminated them altogether. The policy changes are the result of internal reviews sparked by his death and a push by state and federal regulators and Notre Dame to make schools aware of the dangers.
