FILE - This Sept. 23, 2012 file photo shows buffalo in Custer State Park in western South Dakota. For nearly 40 years the Oglala Sioux Tribe has been planning to reintroduce a heard of bison into the south unit of Badlands National Park. A study indicated that the herd would require more than the unit’s 133,000 acres, so the tribe is looking to reclaim range property that it’s leased around the park.
