FILE- In a Sept. 25, 2013 file photo, Leonard Robinson checks a lighting fixture in west Detroit. Residents in two demonstration areas where new streetlights are being installed will be informed about updates to the city’s plan to fix thousands of broken lights across Detroit. The first of the three scheduled meetings is Wednesday, Feb. 5, 2014 at Christ the King Parish on Detroit’s west side, according to the Detroit Public Lighting Authority. Lights are expected to be updated in all city neighborhoods within 18 months. (AP Photo/Carlos Osorio, FILE) less
