FILE - In this Sunday Aug. 7, 2011 file photo, Eddie Ray Roberts, superintendent of the city's waste and water department looks toward the water pump that sits just feet away from the water line at Lake E.V. Spence in Robert Lee, Texas. The pump that was purchased just three weeks ago cost the city $30,000 according to Roberts. The pump is feeding water from Spence to the Mt. Creek Reservoir, on the opposite side of the small rural town, nearly 1.3 million gallons of water daily. Every few days, Roberts or members of his small department must relocate the pump because of the receding water line in this drought-stricken region that endures triple-digit heat daily.
