FILE-In this Wednesday, Jan. 8, 2014 file photo, Ohio Attorney General Mike DeWine speaks at West Carrollton Middle School in West Carrollton, Ohio. On Thursday, April 17, 2014, DeWine announced a new rule has gone into effect in Ohio that permanently bans two new chemical compounds known as PB-22 and 5F-PB-22.
