Frank Graham cries as he listens during a press conference, Wednesday Aug. 20, 2014, in New York. Graham and Constance Malcom, the parents of Ramarley Graham, 18, shot to death by a New York City police officer in 2012 are demanding a federal civil rights probe. A police officer was indicted on manslaughter charges in the summer of 2012, but a judge tossed out the case, saying state prosecutors had improperly instructed grand jurors. A second state grand jury decided not to indict the officer. (AP Photo/Bebeto Matthews) less
