In Gitmo, three tiers of detainees

In order for President Barack Obama to fulfill his campaign promise of shutting down the 12-year-old prison at Guantanamo Bay, he must charge, release or move the remaining 155 men there. In 2010, a multi-agency task force divided the remaining detainees into three groups: detainees it wants to prosecute, release to other countries, or detain indefinitely.
