Greece's outgoing Finance Minister Yannis Stournaras takes his seat for a takeover ceremony for newly appointed minister Gikas Hardouvelis (not pictured) in Athens June 10, 2014. Greece needs to improve the efficiency of its public sector dramatically to meet fiscal targets and avoid new austerity measures, the International Monetary Fund said on Tuesday. Prime minister Samaras appointed economist Hardouvelis as finance minister in a cabinet reshuffle on Monday, replacing Yannis Stournaras who has led Greece's negotiations with its EU/IMF lenders and its return to financial markets this year.
