Interior Minister Muammer Guler (2nd L) and Economy Minister Zafer Caglayan (2nd R) chat as they are flanked by European Affairs Minister Egemen Bagis (L) and Environment and City Planning Minister Erdogan Bayraktar (R) while waiting for the arrival of the prime minister at Esenboga Airport in Ankara December 24, 2013. Turkish ministers Caglayan and Guler resigned on Wednesday after their sons were arrested in a corruption investigation that has pitted the government against the judiciary and rattled foreign investors. Guler and Caglayan each had a son among 24 people arrested on graft charges on Dec. 17 in a case involving the chief of state-run lender Halkbank. Neither minister has been implicated and both say their sons are innocent. Picture taken December 24, 2013.
