International Monetary Fund Acting Managing Director John Lipsky smiles during a news conference in Tokyo Wednesday, June 8, 2011. Completing the IMF's 10-day mission to Japan over the 2011 Article IV consultation discussions, the team issued a statement reading: "Japan's economy continues to face headwinds from the earthquake but should start to recover strongly in the second half of this calendar year.
