ISHINOMAKI, JAPAN - MARCH 28 Japanese Self Defense Force members clear debris looking for bodies in the rubble March 28, 2011 in Ishinomaki, Japan. Thousands of earthquake victims are packed into various evacuation centers causing health problems for the elderly and some children living in tight quarters with no privacy. More than two weeks after the magnitude 9 earthquake and tsunami struck Japan, the death toll has risen to over 11,000 dead with thousands missing, and the expectation is that it may end up well over 20,000.
