Japan Ground Self-Defense Force members carry boxes containing drinking water to the village office in Iitate, Fukushima Prefecture, Japan, Monday, March 21, 2011. Health Ministry advised Iitate, a village of 6,000 people about 30 kilometers (19 miles) northwest of the Fukushima Dai-ichi plant, not to drink tap water due to elevated levels of iodine.
