Japan's Economy, Trade and Industry Minister Banri Kaieda speaks during a budget committee meeting at the upper house of the Diet in Tokyo Thursday, July 7, 2011. Kaieda told the committee that he would be to blame for confusion eventually on the restart of Genkai reactors in Kyushu, southern Japan. Genkai mayor, who endorsed last week the resumption of operations at two nuclear reactors in his city after meeting with Kaieda, in what would be the first restart of idled plants since the Fukushima crisis, withdrew his endorsement after the government said Wednesday it will conduct "stress tests" on all the country's nuclear plants to ease heightened concerns about disaster preparedness.
