TheStreet's Actions Alerts PLUS co-portfolio manager Jim Cramer says the latest S&P/Case-Shiller housing index of 20 metro areas climbed 0.9 percent in March, up from February's gain of 0.8 percent. Cramer says mortgage rates did not fall in March and that's keeping more people from buying homes. Cramer says if mortgage rates start to tick lower, it could reignite the housing market, especially if the 10-year note falls to 2 1/4 percent. Cramer says keep an eye on what Toll Brothers (TOL) says when it reports results on Wednesday. Cramer believes that if Toll Brothers says mortgage rates are coming down again, you will see more homebuilding and many more jobs created. less
