In this July 28, 2011 photo, polystyrene cups are bagged up after being manufactured at the DART Container Corp., plant in Lodi, Calif. A measure by state Sen. Alan Lowenthal, D-Long Beach, if approved by the legislature and signed by Gov. Jerry Brown, would prohibit restaurants, grocery stores and other venders from dispensing food in expanded polystyrene containers, commonly known as Styrofoam, beginning in 2016.
