This is a July 31, 2012 photograph of a half-acre plot adjacent to the former President Broadwater Beach Golf Club in Biloxi, Miss., that the Harrison County Utility Authority spent $457,000 to buy in order to locate a new water tank even though the land’s former use as an electrical transformer site raised questions about whether the parcel was contaminated.
