Lee Seok-Ki, lawmaker of opposition United Progressive Party, leaves a rostrum after delivering a speech at parliament in Seoul September 4, 2013. Parliament voted on Wednesday to allow the arrest of Lee accused of "plot linked to North Korea to overthrow South Korean government". Lee and the party denied the allegations and have accused national spy agency of targeting Lee to try to divert attention from a scandal of the National Intelligence Service (NIS) which conducted an online smear campaign to sway public opinion in favor of then ruling Saenuri party candidate Park Geun-Hye before last December's presidential election, according to local media.
