A man carrying four tins of infant formula is detained by customs officers at Lo Wu Control Point in Hong Kong January 3, 2014. Since March last year, a "two-tin limit" has been imposed by the Hong Kong government which bans outbound travellers from carrying away more than two tins of infant formula. It is part of the attempt to guarantee local supply and stop mainland parallel-traders from emptying the shelves,according Hong Kong Customs and Excise Department.
