In this March, 29, 2012 photo, the Savannah National Wildlife Refuge reaches toward the Talmadge Bridge crossing the Savannah River on the South Carolina-Georgia state line outside Hardeeville, S.C. Conservation groups have sued saying dredging the river to accommodate larger ships at Georgia's ports requires a South Carolina pollution permit because toxic chemicals in silt will be dumped on the South Carolina side.
