Five days after a fatal Metro-North Railroad derailment in the Bronx, the Federal Railroad Administration issued an emergency order on Friday requiring the agency to modify its signal system to better enforce speed limits. The order, directed to the Metropolitan Transportation Authority, which operates Metro-North, also said the railroad must provide two “qualified railroad employees” to operate trains where major speed limits are in place until the signal system is updated. less
