Michael Emerson poses on Friday, May 13, 2011 with some of the pans that he uses for mining at his home in Kuna, Idaho. Suction dredge miners like Emerson who head into Idaho's gold country this year will be breaking the law, because they can't get Clean Water Act-required permits from the Environmental Protection Agency. The Idaho Conservation League is warning miners they face fines, but the EPA says it's unlikely to enforce the law. less
