In this Nov. 15, 2013 photo, a neighbor sits in his yard, next to a lot where only rubble remains after a fire in a makeshift boarding house killed eight young Quranic students, known as talibes, in the densely populated Medina neighborhood of Dakar, Senegal. The March tragedy appeared to be a game changer in a country where it is estimated that more than 50,000 talibes are forced to beg, while spending years in rudimentary boarding schools known as daaras.
