In this Nov. 18, 2013 photo, the carcass of a dead dog is wrapped in a plastic bag, half buried amid waste, inside a boat docked at the Riachuelo river in La Boca neighborhood of Buenos Aires, Argentina. The pollution began in the 16th century, when the river’s neighbors began throwing animal parts and fat into the water. That continued into the 19th century, when small businessmen came to its banks to set up “saladeros,” shops that produce salted meat.
