Development projects transforming the Cincinnati neighborhood a decade after it became the focus of race riots in the city are creating a new struggle that sometimes pits business and political interests against the area's longtime residents and activists. The Over-the-Rhine neighborhood now has $160 million in development projects, less housing for the poor and a lower rate of serious crimes. Proponents of development call it progress, but social service groups complain of being pushed aside and homeless activists allege the wealthy are taking property from the poor. less
