Spain's civil aviation agency said all airports were functioning normally Sunday after a wildcat strike by air traffic controllers was quashed by the government, which used unprecedented emergency measures to do so.Development Minister Jose Blanco, who is in charge of the coutry's airports, said Sunday that charges were being prepared against at least 440 controllers. less
