Pedestrians walk past a sign showing the exchange rate for the Argentine peso in Buenos Aires, Argentina, Monday, Sept. 3, 2012. Argentines are increasingly feeling trapped inside their country as currency controls restrict them the foreign cash they need to travel. New rules taking effect this week aim to make using plastic outside the country less affordable by charging 15 percent in taxes on all foreign purchases that appear on credit or debit card bills, plus a 50-percent customs duty on any undeclared goods.
