In this Wednesday, Aug. 24, 2016 photo, taxi driver Luis Rosado speaks to an Associated Press reporter while stopped at a red light in New York. Nearly 96 percent of cabbies are immigrants, and the city has dropped a longstanding requirement that they be required to speak and understand basic English. While immigrant advocates say the change makes it easier for newcomers to get work behind the wheel, some customers say it could make riding in a cab even more of an adventure.
