FILE - This file frame grab from a cellphone shows an emergency alert along with a news alert on Monday, Sept. 19, 2016, about a man wanted in connection with explosions in the New York City metropolitan area. New York Sen. Charles Schumer says the nation's Wireless Emergency Alert system should be upgraded to include photos. That goes for the alert sent to millions of New Yorkers about a bombing suspect after an explosion on Saturday, Sept. 17. The New York Democrat wants the Federal Communications Commission to upgrade the outdated infrastructure and messages that lack critical information.
