In this photo provided by ISAF Regional Command (South), Tooryalai Wesa, Kandahar's provincial governor, speaks to village elders and residents of the village of Tarok Kolache during a ribbon cutting ceremony at a mosque, Friday, April 1, 2011, in the Arghandab River Valley of Afghanistan. The mosque is the first completed structure in a massive joint reconstruction effort by Tarok Kolache landowners and International Security Assistance Forces since the village, previously a Taliban stronghold, was destroyed in October 2011, in an effort to rid it of insurgents. less
