In this photo taken Monday, July 15, 2013, Jeff Morales, chief executive officer of the California High Speed Rail Authority, poses in Fresno, Calif. where construction of the controversial $68 billion bullet train is set to begin. California voters approved a plan to build a high-speed rail system to link Northern and Southern California five years ago. Voters were promised that the rail line would improve access to good-paying jobs, cut pollution and reduce traffic congestion. With work about to begin on the first 30-mile segment in the Central Valley, the region that could see the most benefits is also where opposition has grown most fierce.(AP Photo/Rich Pedroncelli) less
