In this photo taken Tuesday, March 13, 2012, Southeastern Pennsylvania Transportation Authority K-9 handler Matthew Arlen is photographed with his partner HHynes, an explosives detection dog, in Philadelphia. Because HHynes was trained with federal money, Arlen was barred from a local school board race in Pennsylvania, blindsided by the 1939 Hatch Act. “I was a little taken aback,” said Arlen, age 45, and a policeman for 22 years. “I was trying to make a difference for my kids and kids of the school district.” (AP Photo/Matt Rourke) less
