Afghan Army soldiers participate in morning exercises at a training facility in the outskirts of Kabul, Afghanistan, Tuesday, Nov. 26, 2013. The Afghan National Security Forces depend exclusively on billions of dollars in funding from the United States and its allies, money that is now at risk following President Hamid Karzais decision to defer signing a security agreement until after the April elections. The US wants the deal signed by the end of the year so that it can plan for a residual force after 2014, when all foreign combat forces leave.
