The U.S. Supreme Court on Monday returned a closely watched case on the affirmative action admissions policy at the University of Texas at Austin to a lower court, thereby avoiding a major ruling on the issue. The Republican-controlled Texas House of Representatives gave preliminary approval early Monday to sweeping restrictions on abortions, including a ban on most after 20 weeks of pregnancy and stricter standards for clinics. U.S. Secretary of State John Kerry said that it would be "deeply troubling", if Russia or Hong Kong allowed Edward Snowden to flee to a country that will grant him asylum, especially if they had adequate notice about Snowden's plans. less
