Pro-Russian rebel forces in eastern Ukraine announced they would begin a large-scale attack of the eastern port city of Mariupol, but stopped short of taking responsibility for a shelling on 24 January in which at least 29 civilians died and about 100 were injured. The Organization for Security and Co-operation in Europe (OSCE) concluded the attack was launched from an area of eastern Ukraine controlled by pro-Russian separatists.
