And soldiers already serving on active duty must meet tougher standards to stay on for another tour in uniform. Green, a former 101st Airborne Division soldier who is serving five life terms for killing an Iraqi family and raping and killing the 14-year-old daughter in March 2006, came into the Army on a morals waiver because of prior problems with drugs.
