The President of the European Central Bank, ECB, Mario Draghi, arrives for a press conference at the ECB headquarter in Frankfurt, central Germany, Thursday Feb. 7, 2013. The European Central Bank says it is keeping its benchmark rate at a record low 0.75 percent despite pressure from hard-pressed businesses for a cut.
