A prison cell is shown in the Secure Housing Unit (SHU) at the Corcoran State Prison, California in this file photo from October 1, 2013. The prison was the first in the state with a separate facility built for SHU inmates, where some of the most dangerous prisoners are housed. California is modifying its practice of keeping prison inmates in near-solitary confinement for years on end, but the state's proposed reforms have drawn criticism from advocates and prompted a lawmaker on February 11, 2014 to push for faster change.
