Santhal tribal women gather in a village where a woman was gang raped, allegedly on the direction of a village council at Subalpur, in Birbhum district, about 180 kilometers (110 miles) north of Kolkata, the capital of the eastern Indian state of West Bengal, Friday, Jan. 24, 2014. The woman told police that Monday's attack came as punishment for falling in love with a man from a different community and religion. Across much of rural India, these powerful and deeply conservative local councils are the law of the land.
