In this Saturday, Aug. 6, 2011, photo, fence contractor and rancher Randy Bolf sits in his all-terrain vehicle sipping on a bottle of water as he looks down on a run-off and rain-fed watering tank that dried up completely earlier in the year, near San Angelo, Texas. The man-made watering tank was nearly 18-feet deep and over an acre large according to Bolf.
