Seattle Mayor Mike McGinn tilts his head and smiles when asked about the replacement of the Alaskan Way Viaduct during a news conference about the city budget Monday, Oct. 11, 2010, in Seattle. Supporters of the plan to replace Seattle's aging Alaskan Way Viaduct with a $2 billion tunnel have talked about the benefits of opening the downtown waterfront. But The Seattle Times reported Monday that the tunnel would carry one-third less traffic than the viaduct, and traffic on the surface Alaskan Way boulevard could triple as drivers seek more direct routes and avoid tolls. less
