In this Sept. 2, 2010 photo, Nurain Dumalao stands outside her family's tent made of tarpaulins and branches and salvaged lumber in a sprawling slum on the edge of the Philippines' Manila Bay. As the U.N. holds a September 2010 summit to review progress in helping the world's have-nots, the good news is a sharp decline in Asian poverty rates, thanks largely to robust economic growth in China and India. But gains are patchy, and millions still await relief. And poverty rates have actually risen in parts of the Middle East and Eastern Europe. less
